Quest "A Poacher's Suggestion" is bugged

I am trying to do this quest called a Poacher's Suggestion which you have to steal a mouse from a node manager and use it as bait to catch a big horn salamander alive and give it to jerrimo, but the salamander dont spawn to me catch when i click in the mouse. I tryed in all 3 salamanders with drop filter off.
