Ocean Big Mobs Does Not Appear/Die

It the immortal guild quest bug,
How it happen......
Step 1: guild quest around 5th- 6th quest
Step 2: Lets say it kill sea monster quest
Step 3: Kill the first 1 u receive (1/2Kill)
Step 4: Kill the second sea monster-It will not die
Step 5: When u change character or relog Guild quest will mark as complete(2/2) but the sea monster will still be there and not die
Note: It only happen after few hour of server restart and done lots of guild quest like 5th to 6th quest.
IT TEMPORARILY FIX ON SERVER RESTART BUT WILL RETURN IN FEW HOUR
*THIS BUG HAVE BEEN A CANCER TO SEA MONSTER QUEST FOR 1 YEAR WITH NO FIX*

The video is when lets say other people was doing the quest and they encounter the bug, it will affect all other player. Probably server side
