Bug with Ebenruth's Nol (2 million crow coin carrack gear)

So equipping the Ebenruth's Nol (https://bdocodex.com/us/item/59321/ ) makes the ship skill BreezySail (https://bdocodex.com/us/mountskill/38/ ) cost 2x rations for each cast. Each cast should only use 8000+ rations, but if you use Ebenruth's Nol it becomes 16000+, which is not supposed to be the case. Also the Ebenruth's Nol allows for a second cast of Breezy Sail (like 2nd instant accel of horse) BUT IT SHOULD NOT COST RATIONS but here it also costs 16000.

To break it down:
Intended behavior:

Cast Breezy Sail (8k ration used) -> Cast BreezySail again right away for free because of Ebenruth Nol (0 rations used)

Total rations used: 8k from 2x Breezy Sail cast


Current bugged behavior:
Cast Breezy Sail (16k rations used) -> Cast BreezySail again right away because of Ebenruth Nol (16k rations used again)
Total rations used: 32k from 2x BreezySail cast


It's a pretty big bug if you consider Ebenruth Nol takes 1-2 months of daily barter/khan to achieve, and it seems equipping it nerfs your boat instead xD
