How many FS on Horse it's necessary?

I wanna a T9, will be my first... lol.... and I already got 60 FS.
This is normal? I need to open a ticket to someone see this or resolve some bug? I don't know what I have to do...

Really, please if this could be a bug, help me solving this.

its pure RNG, i got my first doom on +2 fs (without Premium) and dine at 31 and pegasus on 18 xD so just keep trying
